IMHO

The big range of TWA at approximately identical VMG (especially, in average and strong a wind) should give the big variety of tactical struggle on a downwind course.

I think, that even at 'zero' change of a wind (wind shift=0) racers had an excellent opportunity for attacks on a downwind leg...
